Why do teachers struggle to identify and support twice-exceptional students?

Twice-exceptional (2e) students are both gifted and have learning disabilities, and they often remain invisible in mainstream classrooms, their talents untapped and their difficulties unmet. This study asked 200 teachers in 20 Saudi public primary schools what stands in the way of identifying and supporting these students.

When giftedness masks difficulty, and difficulty hides giftedness

A gifted student's abilities can mask a learning disability, making the student look like a typical learner; conversely, a focus on the disability can overshadow the student's giftedness and lead to a deficit-oriented approach. In Saudi Arabia, there is not yet a specialized system for identifying and supporting 2e students, and they lack formal recognition as a distinct group.

How the study worked

وحلّل باحثان الإجابات بأسلوب تحليل المحتوى الاستقرائي، وبلغ معامل الاتفاق بينهما (كابا كوهين) 0.83.The study used a qualitative, cross-sectional design grounded in Gagné's Differentiated Model of Giftedness and Talent (DMGT) and Vygotsky's Zone of Proximal Development. An open-ended questionnaire, piloted with eight teachers, went to teachers with at least three years of experience and prior encounters with 2e students. Two coders analyzed the responses through inductive content analysis, reaching a Cohen's κ of 0.83.

What the study found

  1. 1

The need for dual-trained teachers

Most participants felt that teachers trained in both gifted and special education are better able to recognize the interplay between advanced abilities and learning difficulties; some proposed resource rooms staffed by educators with this dual expertise.

«أعتقد أن اكتشاف الطلاب مزدوجي الاستثنائية ينبغي أن يتولاه معلمون مدرَّبون في تعليم الموهوبين والتربية الخاصة معًا.»“I believe identifying 2e students should be handled by educators trained in both gifted education and special education.”

Overcrowded classrooms

Large classes leave teachers without the time to observe and assess each student, which is their main means of identification. Some participants called for smaller classes or additional support staff.

I have difficulty identifying 2e as I have more than 35 students in my class.”

A participant
  3. 3

A lack of training

All participants voiced concern about the lack of specialized training; without it, distinguishing signs of giftedness from symptoms of a learning disability is hard, leading to misidentification or inadequate support. The discussion notes that most respondents were unaware that this group of students existed.

«من دون تدريب مناسب يصعب أن أعرف هل سلوك الطالب ناتج عن الموهبة أم عن صعوبة تعلم.»“Without proper training, it's challenging to tell whether a student's behavior is due to giftedness or a learning disability.”

Collaboration, limited by time

Teachers saw collaboration between specialist and mainstream teachers as one of the best forms of support, including co-planning lessons and building IEPs that address both strengths and disabilities, but finding common planning time and aligning schedules remains a challenge.

«التعاون بين المعلمين المتخصصين ومعلمي الفصول العادية من أفضل الطرق لدعم الطلاب مزدوجي الاستثنائية، لأنهم يستطيعون العمل معًا على كل جانب من جوانب احتياجات الطالب.»“Collaboration between specialist teachers and mainstream classroom teachers is one of the best ways to support 2e because they can work together on every aspect of the student's needs.”

Funding and unclear responsibility

Teachers described outdated materials and too few support staff because of limited funds, with steady funding for learning disabilities, scarce allocations for giftedness, and none for 2e. They also debated who should be responsible for these students, specialists or all teachers, with wide agreement that the Ministry of Education should play a pivotal role in providing resources, training, and guidance.

«ينبغي أن تموّل وزارة التعليم جميع برامج مزدوجي الاستثنائية وتجعلها متاحة لجميع المعلمين في جميع المدارس.»“The Ministry of Education should fund all 2e programs and make them accessible to all teachers in all schools.”

Ongoing preparation, not a single course

Most participants stressed preparing all teachers to support 2e students. Those who had received training said it improved their identification, their confidence, and staff collaboration, but they emphasized that professional development must be continuous and updated.

ينبغي أن تقدم الوزارة ورش عمل منتظمة.»“While initial training was helpful, continuous professional development with updated strategies and research is essential. The Ministry should offer regular workshops.”

What it means in practice

Formal recognition and a national policy definition of 2e, to reduce misidentification and move schools beyond a focus on the disability alone.
Multi-criteria identification combining teacher observation, portfolios, IQ and achievement scores, and creativity measures to capture both strengths and disabilities.
Training for all teachers that combines gifted- and special-education skills, with ongoing professional development.
Smaller classes and scheduled collaboration time, with policy that systematizes joint work between gifted and special-education teachers.
Dedicated funds linking enrichment with extra learning support and covering assistive tools, alongside tracking identification and support rates to build a local evidence base.

Without formal recognition, support, and adequate teacher training, the needs of twice-exceptional students are unlikely to be met.
